Why am I unable to start a cluster using more than 15 nodes when using MATLAB Parallel Server on EC2?

I have had the number of cluster nodes limit increased by Amazon, however when I attempt to start a cluster using more than 15 nodes from the cloud center I receive the following error.
Cluster Startup Failure Amazon Web Services error: Status Code: 400, AWS Service: AmazonCloudFormation, AWS Request ID: 54e90575-cbea-11e3-8864-dbdf8b5f4b6a, AWS Error Code: ValidationError, AWS Error Message: Parameter 'NumWorkerNodes' must be a number not greater than 15
Why am I unable to start a cluster using more than 15 nodes?

MathWorks is aware of an issue which prevents clusters utilizing more than 15 nodes from starting. We are currently investigating this problem.
