How do you set up a boundary value problem?

I posted this question a couple days ago, but I recieved no response:
basically the part that I am havig difficulty is this line:
bcond= @(ya, yb) [ya(1); yb(1)+.5570]
this is where you set up the boundary conditions, but someone please explain this to me? what are these supposed to be exactly? FYI: this equation was modeling the deflection of a beam (the ends are zero)

It is called anonymous function. It is the same as:
function bcond=MyFunction(ya,yb)
bcond=[ya(1);yb(1)+.5570];
