Somthing like the following?
x = 1:10;
y = 1:10;
plot(x,y);
legend('$\dot{\epsilon}$','Interpreter','latex','FontSize',16)
text(3,5,'$\dot{\epsilon}$','Interpreter','latex','FontSize',16)

When you use the property inspector, put
$\dot{\epsilon}$
in the String property.
You might also need to change the Interpreter property to 'latex'
