I'm certain that this question is quite simple, but I have no idea of how to do it. Could someone help me?

The question is:

Generate a vector of data representing a set of time values (in seconds). Create 5 seconds worth of time data at a spacing of 0.001 seconds (1ms) t=0:0.001:5;

I am unsure if I'm supposed to get a graphical vector or just values.

t=0:0.001:5;

is correct and it will give you the required vector.

y=sin(8 * t * (2*pi));

t being the set of values from the original question. I mean how do I get a visual representation of the vector, like a plot.

In your question, you didn't mention about sin() function. Now it is clear, what you are trying to do. Check the answer.
