"Unable to check out a license for HDL Coder", even though the tool has that license checked-out

We have a user who is trying to use Matlab (concurrent licenses all on maintenance) under Linux, with Simulink and Simulink_HDL_Coder. The user is able to successfully obtain all three licenses. But when they try to generate the HDL code, the tool gives an error, “Unable to check out a license for HDL Coder”. This is in spite of the fact that we can see the user has the license checked-out.
Please help us resolve this issue.

Another user had the matlab_coder license checked out and stuck even though he exited Matlab. Generating HDL requires both matlab_coder and simulink_hdl_coder. I had to have our IT dept do a hard-restart of the Matlab license server, which fixed the problem.

We are not aware of such license checkout issue.

I am having this exact same problem. The license is checked out by me as soon as I try to generate HDL and Matlab says I can't check out a license...
