matlab R2019a hang in command window after ? launch over VPN with IPV6 enabled

The next few sentences discuss matlab installations on a redhat 7 box running over vpn tunnel to company network.
I have R2019a installed and it has launch hang issues with IPV6 over VPN. I also have R2020b installed and there are no apparent IPV6 issues affecting launch or command window behavior after ? launch. For R2020b launch, the command window is responsive after launch activities complete, and gui buttons such as "Set Path" are responsive. For R2019a launch, there is a 20 minute hang after things like workspace panel populate, the file explorer panel fills in and shows git status, and the command prompt appears.
I have access to a different box which can a launch a mostly similar R2019a install on a host where IPV6 is enabled, but in this situation there is no hang in command window after the launch completes. The difference ? is that the 2nd box can get to license server without going over VPN. Or maybe license server has little to do with the matter and there simply is something broken with startup of jxbrowser-chromium pieces of matlab. During the 20 minute stall, there are no jxbrowser-chromium processes spawned from matlab. After the stall, these gui support processes finally appear in process list.
SO .. my question is: how do I tell whether this is a license server issue or a jxbrowser-chromium issue? I can work around the launch hang by disablling IPV6 on the "tun0" network device. I would prefer not to disable IPV6 if some other workaround is feasible. Can I reenable IPV6 after the matlab launch "settles"?
