Target data in neural network

I am working on signal classification. My input data contains two separate datasets of 10000x3 matrix each. My output/target needs to be between a specific range. I am working on 3 parameters of a signal each having 10000 samples. what would my target matrix be like? I have a specific range for these three parameters. How would i define my target matrix then ?
