y = linspace(0, 1e-3, 100);
x = 14/log(2)*log(y./sqrt(1e-6-y.^2)) + 37.119;
plot(y, x)
xlabel('y');
ylabel('x');

You specified x as a function of y.
If you want to plot other way:
plot(x, y)
xlabel('x');
ylabel('y');
