You can create the MDD using the MAKEMID command if there exists an IVI driver for your instrument.

Have you checked the IVI foundation's driver registry for an IVI driver?

Even if there is no driver available, you should be able to connect to your Agilent 8164A over GPIB/Serial/VISA or one of the interfaces supported by the instrument. You can then send SPCI commands to configure and control the instrument. You will find the SCPI commands for your instrument in your instrument's programmer's manual. Contact Agilent for the instrument's SCPI command manual.
