Is there any way to generate a contour map from random 2-D scattered data points without a grid? I just have the X and Y coordinates and the values of the points.

The easiest way is to interpolate onto a grid. See TriScatteredInterp or the new GriddedInterpolant .
The impression I formed several years ago was that the contouring algorithm that is used by contour() can be adapted for the points being irregularly spaced, but even if that impression is true the work required would be more than using one of the above.
