There is no (legal) free version of MATLAB, for any release. Qualified people can obtain time-limited trial versions.

Which type of qualifications are mandatory? I am B Tech 3rd year student of Electronics Engineering department. can I?

You appear to be in India. You are _probably_ qualified for a short-term trial, but I do not know how Mathworks decides such things.
As a student, the most natural thing for you to inquire about would be the MATLAB Student Version. The Student Version, cannot, however, be used with the MATLAB Coder toolbox.

Ask the IT department of your university what's the best way for you to access MATLAB, they may have some licenses available for students.
