i want to detect any motion or change in scene in real time video...does any one know the best method or the best algorithm.

Check out the Computer Vision System Toolbox: http://www.mathworks.com/products/computer-vision/. It can do that.

Modern physics theory have the concept of Zero Point Energy that say that no particles every completely stop moving, even at Absolute Zero. The "best method" or "best algorithm" for detecting "any motion or change" would have to be able to detect that motion: if there were a kind of motion that could not be detected by a given method then it could not be the "best" method. The "best" algorithm or method would also have to be able to detect the motion of globular clusters and higher level astrophysical structures, and would also have to be able to find orbits (motion) of exo-solar planets.
Are you sure that your time allows you to program all of these kinds of motion detection?
