How to limit the attempts students to submit their answer, and define end date in MATLAB GRADER when it is in the Moodle.

Limiting the number of attempts is done via custom parameters. See my comment in this answer:
If you set the custom parameter at the problem level, it applies to just that problem. If you set it at the tool integration level, it applies to all problems created with that tool.
Defining end dates is done using Moodle's settings. If you need help with this, please reach out to your institutions Moodle support team.

These are set by an instructor in the external tool configuration screen. How you get there may vary depending on how your institution has configured your platform, but generally, after you select your external tool, on the screen where you give your problem a name, click 'Show More' in the General section, and then scroll down until you see the Custom Parameters field.
If you need help with this, please reach out to your institution's Moodle support team, as this is a Moodle setting.
