ROS toolbox in the windows OS communicate with ROS in the ubuntu OS

Hello,
I find this website which is about the ROS as here : http://wiki.ros.org/groovy/Planning/Matlab In the 2nd part of this web is mentioned that Matlab support the ROS in the other platform of OS. Does it means I can use the windows OS computer which is installed the matlab with ROS toolbox and get the signal of lidar that is received by the ROS computer?

That Wiki hasn't been updated in almost 2 years. Since then, MathWorks released an official Robotics System Toolbox this year. Part of this toolbox is a ROS interface from MATLAB.
To answer your question, yes. You can use Robotics System Toolbox on a Windows machine to receive messages from a ROS-enabled LIDAR.
