That's not a toolbox, it's a File Exchange submission so you don't need to reinstall MATLAB like you would for a toolbox. Simply download and extract the files to some folder and open them in in MATLAB just like any other m-file.

It is like xjview -- it is third-party code. You download it, decompress it, and add the directory to your MATLAB path using pathtool

There is complete source there. You can edit it to do whatever can be done with a deterministic programming language with your available memory and cpu resources. It might take several months of effort though.
