the probability of incident may occur on the roads ?

I just need to solve this part the problem is that:
Let say we have a bus route and we need to assume the numbers of incident that may occur on the bus route, such as car accident, bad weather or bad weather condition ... etc. to assume the incident we have to make a probability right so I would like to do it? The incident will follow Poisson arrivals and exponential inter-arrival time

But you haven't clearly stated your problem or the desired result. What are you trying to do? Create code that models incidents occurring over some specified amount of time? Calculate the time between incidents? Create a Monte Carlo program? What is the result you are trying to achieve? Or ...?
Maybe you could post the wording the the homework problem so we could give you some tips on how to start.

I am trying to create code that models incidents occurring over 5 hrs. Lets say from 12pm to 5pm. i would like assumed the incident that probably occur on this duration of time. Depending on these incident I want to assume the time of the bus delay to arrive to its destination.
