Undefined function 'svmtrain' for input arguments of type 'cell'??????

svmtrain function works in Matlab 2014a, but in 2017a, it is not working. Why? And I change function "fitcsvm" in 2017a, but I got error message "License Manager Error -101". Please help and explain me? How can I solve this?
I tested with simple code:::
load fisheriris
xdata = meas(51:end,3:4);
group = species(51:end);
svmStruct = svmtrain(xdata,group,'ShowPlot',true);

Your license administrator did not permit you to use the Statistics And Machine Learning toolbox; https://www.mathworks.com/matlabcentral/answers/101652-why-do-i-receive-license-manager-error-101
