Error using loadlibrary A dynamic link library (DLL) initialization routine failed.

when i tried to load the library I got the bellow error "Error using loadlibrary A dynamic link library (DLL) initialization routine failed." can you tell me what is the possible root cause for this error. is it matlab or windows throwing this error ?
