Is it impossible to connect to IB API 9.74 in 2018b release?

For the last 3 years I've been trying to use the trading toolbox to set up an algorithmic trading application but connectivity issues have been recurrent with every change of version of IB API or new Matlab Release. This time I'm getting this problem.

Error using actxserver (line 93)
Server creation failed. Invalid ProgID 'TWS.TwsCtrl.1'.

Error in ibtws (line 37)
        x.Handle = actxserver('TWS.TwsCtrl.1');

Error in TWS_Conn (line 4)
ib = ibtws('',7496,1)

I've tried everything. I can't change IB API version because, due to the impossibility to solve this permanently, I've settled with a short term solution that is currently running with Python. Modifying the IB API means shutting down the Python solution
