Reading excel for for a particular date range and output the max corresponding value.

I want to write a script where, it has to read thrrough the excel file and find the highest value and its coresponding date and time.

For example date format dd:mm:yyyy hh:mm in column 1 and coulmn 2 has the data, the script needs to surf through the data and provide me the highest value and coressponding date and time. Assign this value ass 100% so the rest of the values ill b on bassis of this. If the highest values is 25 then 25 will be 100% and if the next hour has 22 then it should be aloted as 80%.
