Could someone please let me know where the menu is in Matlab 2013a?

Right click on the value (a numeric constant) you want to tinker with, then choose "Increment Value and Run Selection". This will give you a little floating window with actions comparable to the toolbar buttons in that older release of MATLAB.

Thanks for your answer. But what I want to know is like, so is there no way to use that menu? Was it removed since Matlab 2012b?

yes, but it is not dramatic. You just have to adapt yourself to the new menu, or use Matlab 2012a
