Why do I get an error "IExpress Setup has encountered a problem and needs to close" during Visual C++ Redistributable installation?

Before installing MATLAB the Microsoft Visual C++ Redistributable is installed. This installation fails with an error message:
"IExpress setup has encountered a problem and needs to close"

This error indicates that there was a difficulty encountered by the Microsoft installer responsible for integrating the Visual C++ Redistributable. This may be due to corrupted installation files or a damaged installation disc. To resolve this issue, you can reinstall from downloads or request a new installation disk.
