Get application data directory
get the application's data directory platform independent

GETAPPLICATIONDATADIR(APPICATIONNAME, DOCREATE, LOCAL) returns the application's data directory using the registry on windows systems or using Java on non windows systems as a string and creates the directory if missing and requested, i.e. DOCREATE = true.
COLLABORATION:
As I am not familiar with non windows operating systems please give me information about incompatibilities - I rely on JAVA in this function
