How can i open SimPowersystems library in R2013b?

I have installed R2013b along with Simscape version 3.10. I need to simulate power electronic circuits. I typed powerlib in command window to open the simpowersystems library, but got the following error: Undefined function or variable 'powerlib'.
How do i open simpowersystems library?

The Simulink component library, SimPowerSystems, is an additional package for use in the Simscape environment. You can check the SimElectronics library, that comes with basic Simscape (use the simscape command in the MATLAB console), and see if the included blocks will be sufficient for your modelling goals. If SimElectronics blocks are not sufficient for your application, you can contact that MathWorks to get your hands on SimPowerSystems.
