what is the histogram filter?

I'm trying to image proccessing the image of lidar system.

for this purpose, I'm using combination filter which one of them is histogram filter but I can't understand the algorithms clearly?

can any one explain me the step of this method ???

This is how I understand it:

First choose a window size and a threshold. Then do these steps for every pixel:

1. Find the modal value of the center pixel and it's surrounding window
2. If the difference between the center pixel and the modal value is larger than some pre-defined threshold, replace it.

This is similar to using a convolution to find outliers, but instead of the mean, you want the mode.
