My computer has matlab already.

I want to install MATLAB Compiler Runtime (MCR) on the computer , do I need pay for license of MCR? Is MATLAB Compiler Runtime (MCR) free for install or need pay for license of MCR?

No need to pay for it. It can be distributed freely by the person who compiled your app for you. I believe you can even get it for free from the Mathworks web site.

From R2012a onwards, anyone can freely download MCR from the website

https://www.mathworks.com/products/compiler/mcr.html

Before that, you need to get it from the developer, the one who originally made the standalone application using MATLAB compiler. He/she will have access to MCR.
