# using if statement to sort data by flags

Hi all,
I have some radiometry data which samples every 5 mins from 2 sensors, I will attach the data so you can see what I mean. The data has a few weather/light flags (columns 7-11). I need some code that will go through each pair of rows (e.g. row 1 and 2 then row 3 and 4 etc.) and check if they both have no 0's in the flags, when both have no 0's then I want to only use the data from the row with the lowest number in column 12 (minRrs), if only one row has a 0 in the flags then I want to use only the row with no 0's and if both rows have 0's then I want to omit the data. I have no idea where to even begin with this so any help would be appreciated.
Also, and this may be asking too much, but I have a folder called "Lw" with daily files for this data (the .mat file attcahed is an example of one of these daily files). Is there anyway to have matlab read the files in the folder sequencially and create a new folder with these updates daily files?

Here is one approach based on FINDGROUPS and SPLITAPPLY and logical indexing:
