Error using vision.int​ernal.cnn.​parseInput​sFasterRCN​N.

When I run the following code, the command line displays 'Unable to resolve the name vision.internal.cnn.parseInputsFasterRCNN.'

I switched to Matlab version 2018b, and the function can be called successfully, but other issues arise. I'm reproducing someone else's code, someone else's matlab is version 2019, but I've tried both versions 2019a and 2019b and both have the 'Unable to resolve the name vision.internal.cnn.parseInputsFasterRCNN.
