It was the same issue as Brian: no window at all. This happened after the update of Win11. In my case, I have had to run settings and select the default app(browser) for opening the .shtml files. Now it works.
I hope it will help to save hours to overcome this issue!

After spending one hour and trying different solutions I found that this is indeed a known issue
As written in the link I solved the problem closing the blank pop up window and generating a one time password.
This is just to avoid anyone else spending one hour in frustation.

I faced the same problem, I had a blanck page that is supposed to sign in. When I clicked on the page, nothing happened. However, when I toggled on the Matlab icon then right-clicked on the blanck page, I clicked on maxmize and was taken to my organization page.

I think there are many possible root causes of this behaviors, so there may not be one definitive answer to to address the behavior.
Cause:
With the help of Mathworks support (they did an amazing job) we were able to indentify that the issue was being caused by a an issue with the pseudorandom number generator on my CPU (a Ryzen 9). This article, included tools to verify that the CPU was not patched: https://arstechnica.com/gadgets/2019/10/how-a-months-old-amd-microcode-bug-destroyed-my-weekend/
This was unexpected as this computer has worked for ~5 years on lots of non-MATLAB development projects. I had even installed older versions of MATLAB in the past without problems.
Solution:
I was able to update the BIOS firmware on the MSI motherboard using these directions: https://www.msi.com/Motherboard/MPG-X570-GAMING-PRO-CARBON-WIFI/support
Luckily the MSI BIOS included the new microcode for the Ryzen 9 3900 CPU.
After the BIOS flash update the RAND errors disappeared and I was able to install MATLAB/Simulink as expected.
This took weeks to sort out, so hopefully this post might save someone some time down the road.

Yes - it was obscure. Kuddos to the support team for sticking with it and parsing the logs to find the root cause.
