Why does the MLM crash with the error "MLM exited with status 0 signal = 17" after updating the license manager for use with R2024b?

After updating my license manager from FlexNet v11.18.1 to either v11.19.5 or v11.19.6, my license manager frequently goes down.
The license manager tries to restart the MLM vendor daemon every 1-2 hours with this error in the log:
10:10:34 (lmgrd) MLM exited with status 0 signal = 17
10:10:34 (lmgrd) Since this is an unknown status, license server
10:10:34 (lmgrd) manager (lmgrd) will attempt to re-start the vendor daemon.
10:10:34 (lmgrd) Starting vendor daemon at port 27001
10:10:34 (lmgrd) Using vendor daemon port 27001 specified in license file
The license manager typically restarts quickly, but sometimes the license manager cannot immediately recover:
10:10:49 (lmgrd) The TCP port number in the license, 27001, is already in use.
10:10:49 (lmgrd) Possible causes:
10:10:49 (lmgrd) 1) The license server manager (lmgrd) is already running for this license.
10:10:49 (lmgrd) 2) The OS has not "cleared" this port since lmgrd died.
10:10:49 (lmgrd) 3) Another process is using this port number (unlikely).
10:10:49 (lmgrd) Solutions:
10:10:49 (lmgrd) 1) Make sure lmgrd and all vendor daemons for this
10:10:49 (lmgrd) license are not running.
10:10:49 (lmgrd) 2) You may have to wait for the OS to clear this port.
10:10:49 (lmgrd) Retrying for about 5 more minutes

If your license server uses FlexNet version 11.19.5 or 11.19.6.0 of the license manager, when users borrow licenses the vendor deamon (mlm) might crash and then restart. This error can occur only if you have the TIMEOUT or TIMEOUTALL option set in the options file.
This issue has been resolved in FlexNet v11.19.6.2. See the following bug report for additional information:
