Can I use home license to develop and publish MATLAB applications, and only buy standard or startup license before releasing paid versions?

Here's my plan:

1. Use home license to develop and publish a free MATLAB application.
2. If I can accumulate enough users, register a company, and buy standard or startup license.
3. Release free and paid versions.

Does this violate MathWorks's licensing policies?

To me, this approach makes a lot of sense. However:

1. I am not a lawyer
