はい、コマンドを使用することで可能です。
以下は、CSV形式の軌跡データをインポートし、歩行者（Pedestrian）Actor を作成するためのコマンド例です。
CmdRoadRunnerApi.exe -c "Import(file_path='path_to_csv_file' format_name='CSV Trajectory' csv_trajectory_settings.actor_attributes.asset_path='Characters/Citizen_Male.rrchar' csv_trajectory_settings.actor_attributes.name='Ped1')"
