Solving time shifted differential equations

In my efforts to model traffic flow something that is interesting to consider is reaction time. I was looking at trying to model a differential equation of the form :
d^2 x1( t + T ) = (x2(t)-x1(t))
dt^2
Where x1 is car 1, x2 is car 2, and T is the reaction time of car 1. I have not had any luck in solving this type of shifted time differential equation in Matlab.
