i need code for hsv weight function ( based on saturation and intensity)

Why do you need to when the Mathworks implemented it for you in rgb2hsv()?

The rgb2hsv function uses the method described in this paper by Alvy Ray Smith: http://alvyray.com/Papers/CG/color78.pdf
