They’re not the same:
B = [82:246, 117:351];
RowA = 82;
ColumnA = 117;
B_elements = [RowA 246; ColumnA 351]
B_elements_range = diff(B_elements,[],2)
B_elements =
82 246
117 351
B_elements_range =
164

It seems that you want to create it from an existing matrix.
This works:
A = randi(99, 250, 400); % Create Original Matrix
B = A(82:246, 117:351); % Create New Matrix From Elements Of ‘A’
