[~,p] = sort(y,’descend’);
x2 = x(p(1:2)); % <-- x values at first and second maxima of y

y=[6 8 11 10 31 9 11 31]
x=[3 9 4 1 23 3 2 7]
[a,~,c] = unique(y);
ii = accumarray(c(:),(1:numel(c))',[],@(x){x});
idx = ii([end,end-1]);
out = cellfun(@(a)x(a),idx,'un',0)
