How do I limit MDCS license usage?

We run a 224-worker Matlab Distributed Computing Server (MDCS) that can be accessed by multiple compute clusters. I would like to place a constraint on the number of licenses that a single user can consume so that one user cannot consume all 224 workers at a time. What is the best practice for doing this?
