OQPSKMOD upsampling by 2??

The help for OQPSKMOD() says that it upsamples by 2. If I feed it 4 symbols (e.g. [0 1 2 3]), why does it only output 4 complex numbers? I was expecting to see 8 complex numbers showing the "intermediate" states in the constellation that differentiates OQPSK from regular QPSK.
