How can I segment video frames with varing contrast?

I am working on segmentation project – detecting particles(bulbs) from frames (similar to the attached image)of a video dataset. At the end of the project, I need to come up with an algorithm that works well on all of the frames. However, most of the algorithms I have tested so far failed to achieve the objective because of the presence of a big contrast difference between the frames. I’ll appreciate your help if you suggest me some useful hints.
