qfunc() is part of the Communications Systems Toolbox; you would need that toolbox installed and licensed to use it.

Walter I have "Communications Systems Toolbox" with license.

What does
which -all qfunc
show?
qfunc() has been part of Communications Systems Toolbox for a long time, so it is not a problem that your version is too old for it (not unless you are using MATLAB 6.0 maybe!)

Those are some expensive toolboxes to have installed on a "Windows 10 Home" system -- $25000 or $30000 or so of software if all of those were licensed under a Standard (commercial) license [I notice you are not using an Academic or Home or Student license.]
