"mclmcr initialization failed". Any idea？

I have an 2012a executable that I want to run on a new PC which does not have MATLAB installed on it. I have downloaded and installed MCR_R2012a_win64_installer. when I run the executable i get this error "mclmcr initialization failed". Any idea？
