This appears to relate to "Laying Chicken Algorithm: A New Meta-Heuristic Approach to Solve Continuous Programming Problems " which can be found at https://webcache.googleusercontent.com/search?q=cache:WX8iFbIVaA0J:https://www.omicsonline.org/open-access/laying-chicken-algorithm-a-new-metaheuristic-approach-to-solve-continuous-programming-problems-2168-9679-1000344.php%3Faid%3D86925+&cd=2&hl=en&ct=clnk&gl=ca&client=firefox-b but appears to only ever have been posted on omicsonline.org which has gone away.
I also find three citations of the paper.
It is... odd... that the only copy of a paper would seem to be on a site that no longer exists.

Note: that paper indicates the author implemented in MATLAB. I do not know if the author has made the code available.

function error = calc_error(t1,y1,t2,y2,norm_order)
% Interpolate y2 to the same time steps as y1
y2_interp = interp1(t2,y2,t1,'spline');
% Calculate the error
error = norm(y1 - y2_interp, norm_order);
end

it is not clear how this implements the cited paper?
