I'm using the Discrete SV PWM Generator form SimPowerSystems. Is it me of the Sample time setting on this block seems to have no effect?
I can set it to any value and I get the same output. However the chopping frequency setting change the behaviour. If I want the block to behave in a discrete way, do I have to put a ZOH on its input?

Yes, that's expected behavior. In the Discrete PWM Generator block, the chopping frequency determines the actual switching period, not the sample time parameter. Sample time is however important to capture all the switching events.
