how to generate parity check matrix for SEC DED hsiao code ?

IMG 0822.jpghello all, Actually I am looking for help to create a parity matrix according to above image,
The C1, C2, C3 .... are party bits and lower the numbers depicts the position of one's in the matrix.
any suggestion or any matcode will be helpfull
