MATLAB license and MATLAB Runtime

If I have a MATLAB License, do I still have to install the MATLAB Runtime to run programs?

What do you mean by 'run programs'?

Not unless you are distributing programs, see https://www.mathworks.com/matlabcentral/answers/368795-does-matlab-compiler-include-the-matlab-runtime or using MCR
