How to solve the "Read timed out" error when downloading MATLAB R2019a?

An error occurred when I was installing MATLAB R2019a that said:
The following error was detected when downloading matlab_doz_zh_CN_common_1564651186.enc
Read timed out
Do you want to try again to download matlab_doz_zh_CN_common_1564651186.enc? If you press "no" you will quit the installation.
How to deal with this error?
