How to create a block diagram that will increment a value?

I am working on a cable robot simulation where I am required to increment a value which I'll use inside a matlab function block.
How can I form an incremental block diagram for the system that I have given below.

A counter block, multiplied by 0.1 or -0.1

That means the counter is going to increase by 1 every 0.0001 second. How do you want the k value to increase, increase by 1 every 1 second? You can set the sample time of the counter block.
