How can I change the transfer function to fraction order transfer function?

Fractional-order transfer functions are not supported by MATLAB's control system toolbox. You can add their support using this toolbox on FEX: https://www.mathworks.com/matlabcentral/fileexchange/66323-fomcon-toolbox-for-matlab.
