The license borrowing UI is only available for R2009b and higher.
In order to use license borrowing, it must be enabled by MathWorks support on your network license. If you are an end user, please speak to your license administrator to see if your MATLAB license has borrowing available. If you are a license administrator, please contact MathWorks support if you would like to enable license borrowing on your network license.
To enable the Borrowing User Interface in MATLAB, run the following command within MATLAB, and then close and re-launch MATLAB:
For MATLAB R2014a and newer releases:
matlab.internal.licensing.enableBorrowUI(true)
For MATLAB R2009b - R2013b:
com.mathworks.mde.licensing.borrowing.BorrowUI.enableFeature(true);
After closing and re-launching MATLAB, go to the 'Help' dropdown menu within the 'Home' tab, and select 'Licensing' and then 'Borrow Products...'
For additional information on enabling and using the Borrow UI, see the attached License Borrowing Interface Guide.
For information on managing license borrow enabled licenses see the Borrowing Licenses Documentation:

How do I borrow a product programmatically (via command line instead of GUI)?
