@Matt J yes that what I didnt understand, I have just 39 features, in this layer weights exceeded the 39!! how do I get just 4th feature for exmaple, I should run net.Layers(5).Bias(:,:,4)? what about net.Layers(5).Bias(:,:,200) represent what?? thanks a lot for your help!

What you don't seem to understand is that the number of features is not fixed across the network. It changes from layer to layer. Your input has 39 features, but layer 5 has an activation map with 520 features. net.Layers(5).Bias(:,:,4) is the bias for the fourth feature map, but it is the fourth feature map of layer 5.
